Barry Shane Buchan and Steven Kris Audley are the main characters of this game. Take control of both of them and take on the evil scientist Doctor Tsunami. Barry and Audley are old friends from their early days in the Popoy Cadets and have come together in this time of need to save the people of the Popoy Island Nation before more innocent lives are lost.

Doctor Tsunami, born Win Miller, is an evil Geologist from Windmill Village who took his quest for unlimited energy too far when his off shore drilling operation triggered a tsunami that killed thousands of innocent people. No one knows exactly what it was Doctor Tsunami was drilling for since oil has been outlawed for over two centuries.

Doctor Quang To and Doctor Lindsay Barnabee are scientists of Windmill University who knew Doctor Tsunami... before he went crazy and killed all those people. They acknowledge that Doctor Tsunami is evil, but they believe he did what he did for a cause. After all, he is a fellow scientist... even though Doctor Tsunami chose to study Geology over Renewable Energy.
